State Purchasing

The State Purchasing department became part of the Department of Administrative Services (DOAS) in 1972 and serves as the procurement function of all government entities in the state of Georgia. In 2005 State Purchasing became very active with Governor Sonny Perdue's Commission for a New Georgia, which essentially is a complete overhaul of all state procurement methodologies. Together they helped create Team Georgia Marketplace, a new electronic procurement system that more effectively delivers transactions and saves the state money.

Mr. Tim Gibney currently serves as the Assistant Commissioner of the DOAS' State Purchasing Division. He received a BS degree in Commerce from the University of Maryland, an MBA from Long Island University, and has over twenty years of public and private industry procurement management experience.

Georgia - State Purchasing Services

The State Purchasing department of Georgia offers two card programs to use when conducting business for the State of Georgia: the American Express Travel Card and Visa Purchasing Card. Tim Gibney leads the three service teams:

  • Strategic Sourcing: Information Technology, Goods, Special Projects, and Infrastructure are vertically aligned to assist all customers.
  • Knowledge Center: Process Improvement and Audits, Professional Development, Supplier Relations, Procurement Applications, State Cards Program and Strategic Support al support various procurement operations.
  • Customer Advocacy: used to establish and maintain executive relationships.
