The 1994 Amendments to Georgia's Erosion and Sedimentation Act specify that local soil and water conservation districts, assisted by the State Soil and Water Conservation Commission, provide an overview of cities and counties which are certified issuing authorities. This program review assists local governments in improving the effectiveness of their programs and provides technical assistance on related soil and water issues.
In accordance with this mandate and with recent communications (in hand) with the Issuing Authority staff, a District Assessment Team (DAT) will meet in the conference room of the Issuing Authority to review the Program. The DAT will be comprised of representatives from the local Soil and Water Conservation District, the USDA Natural Resources Conservation Service, and the State Soil and Water Conservation Commission. It is requested that the Issuing Authority have the appropriate representation present during the visit.
The assessment generally requires not more than one and one half days. The DAT will need approximately two to three hours in the Issuing Authority offices discussing the program and reviewing records. We will then inspect several randomly selected sites. Before we leave, we will discuss our findings with the Issuing Authority. A final assessment report will be provided as soon as it can be completed.
Attached is a short questionnaire which is to be completed by the Issuing Authority staff prior to our arrival. This will expedite our assessment and more effectively utilize the time of all concerned.
