Governor's Vision for the Georgia Planning Matters Program
In 2002 the current Georgia Governor, Roy Barnes, shared his vision for the future of Georgia with the Georgia Planning Matters Program. His vision was based off of the fact that Georgia's economy was prospering and that Georgia was growing faster than any other state east of the Mississippi River. He highlighted eight areas of focus necessary to keep the state of Georgia thriving:
- Education
- Community safety
- Economic growth
- Transportation and land use
- Clean air and water
- Community health
- Accountable government
- Technological growth
Education in Georgia
The Governor's vision for Georgia emphasizes increased educational opportunities for all citizens of Georgia. This would require Georgia to place increased emphasis on early childhood education and post-graduate education. Giving opportunities for both the young and the old to learn will help prepare children for school and help adults continue their education as technology changes.
Improving education in Georgia will also require increased communication and cooperation between all of the departments of the state and local governments that are responsible for funding and regulating schools in Georgia. A statewide system of accountability for all levels of education would also improve learning opportunities for all Georgians.
Governor's Vision for Safe Communities and Citizens
While Georgia's citizens currently enjoy a high degree of security, the government must ensure that maintaining public safety remains a priority. Keeping Georgians safe requires the prevention of crime, swift justice for crimes that do occur, and adequate facilities to contain people who are a threat to public safety. Accomplishing these goals will require that state and local governments keep law enforcement agencies staffed with well-trained officers, have competent and fair judges, and secure penitentiaries.
Statewide Economic Prosperity in Georgia
To keep Georgia's economy growing, the state must take advantage of new technology and service driven markets. This requires Georgia to use its current technological infrastructure to attract new businesses with a tech-friendly environment. An increased focus on education, especially post-graduate education, will help prepare Georgia's citizens to enter the workforce in this rapidly expanding sector of the economy. Of course the businesses the Georgia attracts must be community oriented and able to provide jobs to the citizens of Georgia.
Georgia's Transportation and Land Use Planning
Georgia is experiencing incredible growth with regards to its population, especially in its metropolitan counties. The state of Georgia is excited about all of this new development, but the state government must ensure that this development occurs in an orderly fashion that preserves the high quality of life Georgians have come to expect.
Local governments must be sure to include adequate transportation and green space for all new communities. All Georgians should be able to expect reasonable commute times and adequate open space to use as they please.
Clean Environment and Water Stewardship in Georgia
Georgia is blessed with a rich array of natural resources. It is the duty of the government and citizens of Georgia to preserve these natural resources for themselves and future generations. Communities, businesses, and the government must all cooperate to increase sustainability and to rectify past environmental mistakes. Clean air, water, and soil are vital to maintaining a high standard of living and economic growth.
Improving Georgia's Community Health
Changes in health care delivery across the United States have made it problematic for many people to find affordable health care. Georgia must make efforts to provide health insurance and cover health care costs for uninsured children and elderly people.
The state must also work with the insurance industry and health care providers to create insurance plans that are both affordable and sustainable in the marketplace. Every Georgian should be able to access adequate health care when necessary.
Georgia Governor's Vision for Accountable Government
The goal of a good government should be to provide services that are public goods to its citizens in the most efficient way possible. Good government should also interfere in the lives of law-abiding citizens as little as possible. Sometimes governments can work the private sector to come up with solutions to public issues and other times new governmental agencies and departments must be created to take care of a problem.
In either case, the government should be able to show results to its citizens and take responsibility for the success or failures of its programs. The Georgia government must constantly evaluate its initiatives and report those results to the public that it serves.
Technology in Georgia
Technology is the key link between all of the above goals. Technology can increase communication between all levels of government and help implement new solutions to problems that were previously unsolvable. As the economy of the United States becomes increasingly knowledge-based, Georgia must keep pace.
It must provide an atmosphere that is friendly to technologically oriented business. Schools in Georgia should have adequate technology training so that students are capable of competing in a workforce that increasingly values technological skills. New sustainable forms of energy can help keep Georgia's air and water clean. Without an increased focus on technology in both the public and private sectors, this vision for Georgia cannot be achieved.
