Following
years of research and feasibility studies, law enforcement leaders in the state
of Georgia collectively decided that an advanced COMMAND COLLEGE program was desperately
needed. In May of 1994, the Georgia Association of Chiefs of Police accepted the
challenge, making the establishment and implementation of a COMMAND COLLEGE a
number one priority.
At
the 1995 Winter Training Conference, the GACP membership was presented with a
proposal, detailing the concept of a COMMAND COLLEGE. The proposal was created
by a GACP Study Committee, which was created and chaired by President of the GACP,
Chief Bobby Reed. The membership unanimously approved the concept and directed
the GACP Executive Board to work with the GACP Foundation Board of Trustees toward
implementation of the COMMAND COLLEGE.

ACADEMIC
ORIENTATION
The
COMMAND COLLEGE is in association with Columbus State University and will provide
a program of study that goes beyond what is currently available in law enforcement
executive and management development courses, serving as a "graduate school"
for law enforcement executives.
To
meet the present and future training and educational needs of law enforcement
executives, the COMMAND COLLEGE will offer a program of study that is distinctive,
flexible and comprehensive.

DISTINCTIVE:
The curriculum will NOT duplicate existing courses. It will offer courses which
explore issues with unparalleled detail, such as leadership development and managing
change.

FLEXIBLE:
The COMMAND COLLEGE will be versatile so that contemporary and emerging issues
are addressed. With evolving demographic factors, ever-changing law enforcement
and new developments in technology, new challenges for the present and the future
will be studied.

COMPREHENSIVE:
A broad course of study will be offered. It will not only include a variety of
topics, it also will provide an opportunity for law enforcement executives to
conduct research and data analysis.
PROGRAM
The
Command College will bring together the leading thinkers in corporate and public
management to provide police executives with in the best available theory and
practice, to render innovative solutions to organizational problems and to address
managing public service organizations effectively.
- A
280-hour program divided into seven 40-hour modules, meeting three times a year
over a two year period. Modules are designed to build on prior courses and to
prepare the participant to apply the curriculum material to subsequent modules.
- An
independent research project selected by each student and approved by the COMMAND
COLLEGE Administrator.

SEVEN
MODULE TOPICS
Courses
are designed to broaden law enforcement perspectives, enhance critical thinking
and delve into new ways of thinking about police service.
I.
EFFECTIVE LEADERSHIP - Master the latest techniques for leadership effectiveness;
Increase the ability to influence others; Maximize cooperation and work toward
common goals
II.
FISCAL MANAGEMENT/PUBLIC FINANCE - Learn how to effectively use financial resources;
Acquire, maintain and gain organizational resources.
III.
LEGAL ISSUES AND TRENDS IN ADMINISTRATION - Discover the constitutionality of
police powers; Study and analyze applicable court decisions, statutes and administrative
regulations that affect police procedures and management
IV.
HUMAN RESOURCE MANAGEMENT & DEVELOPMENT - Examine trends in human resource
management; Manage a diverse work force; Understand the increased necessity of
flexibility in policy making and management practices; Acquire motivational strategies;
Learn how to deal with marginal performers; Improve selecting and testing procedures;
Implement employee development and retention programs.
V.
STRATEGIC PLANNING & POLICY DEVELOPMENT IN THE 21ST CENTURY - Become adept
in strategic planning techniques by which necessary and appropriate organizational
changes may be identified, planned and controlled
VI.
DEALING WITH ORGANIZATIONAL & MANAGEMENT REALITIES - Gain confidence in the
challenges of management; Develop techniques to analyze and gain a better understanding
of a manager's role.
VII.
INDEPENDENT RESEARCH PROJECT - Conduct research and prepare papers relating to
an appropriate law enforcement topic.
APPLICATION
AND APPOINTMENT PROCEDURES
Must
currently be middle or upper full-time management position in public criminal
justice or private sector security agency, with significant responsibilities in
the areas of management of personnel, interpretation of policies or supervision
of other crucial agency functions.

enrollment application
- Resume
outlining in detail both educational training and professional experience
- Working
transcript from all previously attended colleges or universities.
- Written
statement outlining career goals
- Letter
of nomination from the head of the employing law enforcement agency (If the head
of the agency is applying for an appointment, the person whom the head of the
agency reports to in the chain of command must provide the letter of nomination)
- Successful
completion of 90 quarter hours (or the semester equivalent) from an accredited
college Or university
- Applicants
will be required to appear before the selection and enrollment committee for an
interview
APPOINTMENT
If
applicant has a bachelors degree, he/she will enroll in the Master of Public Administration-
Justice Administration degree program.
If
applicant does NOT have a bachelor's degree, he/she will enroll in the Bachelor
of Science degree in the Criminal Justice Program.
